Pittsburgh's public safety departments, including Police, Fire, and EMS, communicate using the Allegheny County Wireless Information Network (ACWIN), a digital trunked radio system utilizing APCO Project 25 (P25) Phase I and Phase II technology. This system dynamically assigns channels, enhancing communication efficiency. Each department utilizes specific talkgroups; Pittsburgh Police employ talkgroups for dispatch in each zone, tactical operations, investigative units, special units like traffic enforcement and K-9, and citywide communications. Pittsburgh Fire utilizes talkgroups for dispatch, on-scene operations, specialized teams such as Hazmat and technical rescue, and citywide communications. Pittsburgh EMS uses talkgroups for dispatch, on-scene operations, medical control with physicians, and citywide communications. Some communications, particularly those involving tactical and investigative police operations, are encrypted, rendering them inaccessible to public monitoring.
